According to the Turner article the Sagebrush rebellion and the Wise Use movement were more of a forcefully response to public lands and wilderness. The federal government in the West had a defiant presence. They were building dams, expanding transportation systems, etc. The Sagebrush rebellion and the Wise Use movement were environmental advocates and also talked about the consequences for private property. Many of the westerners thought their local rights were being taken away with the Wilderness Act. So there far the New Right was kind of a meet in the middle way of trying to please everyone.
